Bug#1058704: ITP: nsncd -- Name service non-caching daemon

Cool! I'm one of the upstream maintainers for nsncd and a (somewhat inactive) DM. The Debian packaging in the upstream repo was written when Debian Rust support was nowhere near as mature, but we run this at my workplace on Debian and would be delighted to switch to official packaging. If it's helpful, I'm happy to accept PRs against the upstream packaging as long as I can figure out a way to keep building on oldstable onwards. Let me know if I can help in any other way!
