With a bit of DH_GOLANG_EXCLUDES magic, I've been able to exclude github.com/google/go-tpm-tools completely (as it was only needed for some of the tests, simulated a TPM device), which means the golang-google ecosystem isn't needed (for now) webauthn can be packaged.
