Hello!

I just tried building xkeyboard-config with a local patch, and noticed
this lintian warning.  It would be nice to switch to a patch system
wholesale (so have a debian/source/format file with "3.0 (quilt)" in
it) and then collect the applied patches into appropriate patch
files.  You'll also probably then be able to remove the quilt parts
from debian/rules, though the empty file might still need to be
handled specially.

These files are from upstream git (just not part of release tarballs),
and removing them from the packaging branch would be a hassle for little
benefit, so I'd rather not do that.
