I reproduced this using sddm + XFCE instead of lightdm + cinnamon, and it's
still broken. So I believe this is an issue in libpam-systemd somehow
(in which case I believe it's RC for libpam-systemd, so raising severity).
I've also tried making a completely fresh user and logging in; same issue.
