If you grab the APT v3 (>= 0.3.2) you can use the new FTP method that
allows control of passive connections, put
Acquire::ftp::passive "false";
In /etc/apt/apt.conf
You can grab a .deb from
http://csl.cse.ucsc.edu/~ben/apt/
It will enter unstable in a few days.
