APT does not speak HTTP over FTP yet :< But - can you try an expiriment
for me? If you go int /usr/lib/apt/methods and link ftp-proxy to http try
using 

deb ftp-proxy://... 

lines instead of normal ftp ones, with any luck this will do ftp over an
http proxy.
