Bug#38095: apt: have apt-get install without downloading

It would be nice if apt-get had a way to install the packages it had
available (ones it had already downloaded and from file: sources) without
downloading anything new.  I have a nightly "apt-get -d" job, but it often
fails to pick up a few packages.  I'd like to be able to install what I
can without waiting for it to download what it had missed.  Just running
dpkg -i from inside the cache isn't perfect because of the way it will
install packages whose dependencies aren't met, leaving them unconfigured.
