Bug#46096: apt: pb upgrading libgtk-1.2.5

My last `apt-get upgrade` failed, and when I tried `apt-get -f
upgrade`, I had an "internal error : pre-dependency problem" (or
something like that. I had a "kernel NULL pointer dereference" when I
was filling a bug report, and I can't remember the exact error
message).
I then tried to configure the unconfigured packages by hand with
dpkg. libgtk1.2-dev v1.2.5 failed because libglib1.2-dev was not
configured yet. I configured libglib1.2-dev, and then `apt-get -f
upgrade` worked.
It's probably a bug in apt-get because libglib1.2-dev is in the list
of dependencies of libgtk1.2-dev.
