Bug#64974: apt: stopping download without error ( multiple servers in config )

hi,

i have multiple servers for the sames packages in the config file.
i just noticed that ( most propably because of the slow link )
the download stops for a package, but without any error message and
leaving the partial download in /var/cache/apt/archives/partial/
( i think this is a bug ).

eventually apt starts trying to download the package from another
server, but always downloads the whole package instead of using
the partial download ( i'm not sure if this is a bug or a 
wishlist item ).
