Bug#65327: marked as done (apt should delete correctly installed packages)

apt should be removing packages which has been already correctly installed.
For now, when there is even one package which has some configuration problem,
apt will leave all downloaded packages in cache directory (which
might be quite a lot of megs - and its growing, as they are remaining there
between updgrades)

Also I don't understand why the apt is calling dpkg --configure on the
same package several times, when its clear, that nothing which could
influence the package has changed in the system.
E.g. for now wwwoffle can't proceed successfully with post config.
So for now it's trying twice to configure this package without success
during installation process. Apt should be smart enough and check if
any package which wwwoffle depends on has changes. In case thats
not true, its might print the message, that this packages is leaved
unconfigured, and continue with next package.
(also just in case you would be boring - minor improvement would be,
if apt wouldn't try to configure this package even in the next install,
if nonthing which could influence 'wwwoffle' has changed)

And finaly - how about continues get when just part of the package
has been downloaded - sometimes the line is slow, the net is broken,
and you have to use 33Kbps its pretty borring to download all
the X packages several times.

Erm, none of these are bugs.

1) Debs are removed after a sucessful install run in case they are needed
   for some reason. 
2) post-inst scripts can start working again due to any number of changes
   to the file system
3) apt-get does do resume, some servers/proxies do not support it.
