How about a sample file then, in /usr/share/doc/apt?

I'm a really smart guy and very competent, and it was not at all
obvious for me to figure out how to make a configuration file that did
these simple sorts of things with asking people and seeing examples.

Perhaps one could be provided so that developers could point users at
it who want to get pinned partial upgrades to a newer version?
