Bug#89060: please move apt-extracttemplates into apt

Actually it's more like 135k....

libapt-inst is part of apt-utils. Unless you want to absorb the whole
apt-utils package into apt, and just have a separate apt-ftparchive
package... that will also sidestep #133943
