Bug#221664: apt-get source: Handle failed source downloads more gracefully

When downloading a binary package fails and there is another download
site for that package apt-get will fall over to using that other site.
With source packages apt-get appears to fail hard on the first site.  It
would be nice if this could be handled in the same way as it is for
binary packages.
