Bug#406261: apt-get dist-upgrade should warn about preferences

"apt-get dist-upgrade" from sarge to etch wants to remove too much
packages when backports.org is used in /etc/apt/preferences.
Although this is of course a user problem, its a quite common to use
backports.org and and Debian should handle this by printing a warning
at "dist-upgrade" time if there's anything in the preferences file
(optionally: ... that has a higher priority than the new etch packages)
