You could at least provide _some_ details.

These kernel versions are protected from auto removal. The file
/etc/apt/apt.conf.d/01autoremove-kernels contains more details.

For unprotected kernels, they are removed when nothing depends on
them.

The Debian bug tracker is for reporting bugs about Debian. Devuan
is not Debian, and we cannot offer any support for it. Please complain
to them or switch to proper Debian.
