Bug#812421: apt: "apt upgrade" exits with "E: Broken packages" instead of upgrading

I'm running into this problem again.

I have the old (now removed from the archive) git-remote-bzr package
installed, and it Replaces/Conflicts bzr-git.  The upgrade candidate for
the bzr package Depends on brz, which Provides bzr-git.
