Bug#968458: makes crossgrader completely broken, bumping severity

Hi!
Because of this lacking M-A setting, crossgrader always fails in bullseye.
It had a hack to workaround this in buster, but for some reason that hack
is no longer working.
I've discussed a bit with the maintainer in #989236.
Thus, that package is broken for all users, which is RC. However, I find
little point in trying to debug why the hack fails -- fixing the real
cause is so much simpler.
Thus: please mark python-apt-common as Multi-Arch: foreign
