Wouldn't hurt to check /dev/console manually on the distro to verify
its parsing the output correctly. But if it is, then from the Linux
Allocated Devices document:


  4 char        TTY devices
                  0 = /dev/tty0         Current virtual console

<snip>

  5 char        Alternate TTY devices
                  0 = /dev/tty          Current TTY device
                  1 = /dev/console      System console

So it would appear to be a distro problem.
