About the displayed name you mean the comment field in the .theme files?

If yes what should be the good comment field parameters for suggest 
improvement upstream?

Upstream debian packaging had a custom postint with additional entries 
for cache but I thinked was not needed as the themes not added by 
dh_icons are without image files to cache, or the cache is related to 
any theme even if link files of another and there is a bug in dh_icons 
that should be reported?

you mean that extended description should be in one line as a single 
sentence not too long? like this:

Description: Mint-Y icon theme
 A flat, colorful, and modern theme based on Paper and Moka.

or you mean other thing?
