I've uploaded to NEW as-is, but I have a number of comments:

* the displayed name is way too long.  In XFCE I get:
     "Icon theme built for Linux Mint.  Uses ele..."
   (no idea about other DEs).  "Icon theme" is 100% redundant
   as the list has nothing but icon themes...

About the displayed name you mean the comment field in the .theme files?

If yes what should be the good comment field parameters for suggest improvement upstream?


* there's a warning icon that shows: "Warning: this icon theme
   has no cache file. You can create this by running
   gtk-update-icon-cache /usr/share/icon/Mint-Y-Dark-Orange/
   in a terminal emulator."
Upstream debian packaging had a custom postint with additional entries for cache but I thinked was not needed as the themes not added by dh_icons are without image files to cache, or the cache is related to any theme even if link files of another and there is a bug in dh_icons that should be reported?

* the package description is weirdly formatted

you mean that extended description should be in one line as a single sentence not too long? like this:

Description: Mint-Y icon theme
 A flat, colorful, and modern theme based on Paper and Moka.

or you mean other thing?
