Bug#64432: should have a way to avoid installing modules

When you have made a custom kernel with no modules (module support might be
enabled but you have compiled no modules or you don't want to install them
with dbootstrap but want to install them with dpkg after the system is
installed) requiring modules disk after installing the kernel is confusing and
error-prone.

There should be a way to bypass modules install when you have a custom-made
hand-hacked kernel image.

One way to do so would be to add a magic documented file in the rescue floppy
which, if present, means the modules shouldn't be installed. This way follows
the least-surprise principle.
