I did an install (based on versions built from CVS), making another
file system mounted on /var.  I could not reproduce this bug.

Please be sure to test this with 2.2.13 boot-floppies, or 2.2.15 when
it comes out.  

Perhaps there is a cause of the problem which was not indicated in the
bug report.  Perhaps it is closed in 2.2.15.
