Are you 100% sure the disk is OK? I got bitten by a similar thing myself
while reinstalling a machine recently: the kernel on the rescue disk didn't
boot. It turned out the floppy was bad.

Compare "dd if=/dev/fd0 of=- | md5sum" to the md5sum of the rescue disk
given in the documentation.
