Search the debian-admintool for a post from me on that subject. The main
problem here is developers scripts ({pre,post}{inst,rm}). For a single
tool like dpkg it should be easy to skip some hierarchies, but adding
checks to all developers scripts is an insane amount of work and is very
likely not even possible.
