WHy, because the name of the list, where we discuss thinks now on -devel, 
whould not be -devel? We could just make new -devepment (:((() list
and make _that_ read-only and leave -devel alone. A developer would be
subscribed to -development and read -devel at option. No visible change,
no loss in PR :))
