True.  But let's look at it from another angle: the local facilities,
are, by definition, for local sysadmin use.  For Debian Policy to
stipulate that a local? syslog facility should be use for this or that
(i.e., web servers) would be broken.

I suggest you brush up on the discussions we had in 1998 (no date
recalled) in debian-policy about this very topic.  Try altavista
searching debian-policy or some such...
