I think that discussion is important as well.

I also think, however, that changing the way Debian membership worked
for the past 15 years could have waited for a day or two to apologize to
many valued contributors and explain why that they should adjust their
budget plans.

Well, at least I would like Joerg (or whoever else is involved in this)
to inform the *team* of any updates and even take some input if
decisions have to be made.

Really, is it too much to ask?
