NFS curiosity --- can't restrict access properly

I have a curious experience with the nfs server on an alpha.

When I try to restrict access with an entry in hosts.allow on my nfs server:

ALL:    friendly.host

... and in hosts.allow

ALL:    ALL

... I can't mount from friendly.host.  However, when I comment out the line in
hosts.deny

#ALL:   ALL

... I can mount from friendly.host.  This doesn't make sense, nor seem very
useful.

Any suggestions?
