No, never. Nothing has changed there.

There are different kernel packages, those with the full version in
the name and those with only a partial version. The partial versions
are meta package depending on the latest full version. Since apt-get
only updates packages with the same name your kernel package with full
version in the name does not get updated to a new version. The meta
package with partial version on the other hand keeps the same name and
gets updated (pulling in the new kernel version with its changed
depends as well).

So if you want kernels 2.6.x-y to update to 2.6.x-(y+1) only you
install the -2.6.x package. If you want 2.6.x-y to update to
2.6.(x+1)-y too then you need the -2.6 package.
