I will reiterate a maxim from Policy work that applies here as well: it is
not our job to prevent every bug from ever existing. Debian has a
working, normal process for handling bugs.
It's the job of the TC to deal with escalated issues that cannot be
resolved through normal processes. I have not seen any evidence that is
the case here, particularly given that this particular bug appears to
already be resolved.

It would probably be useful if you could be a bit more nuanced in your
expression of this. I have said many, many positive things about
continuing support for multiple init systems, both in this thread and in
many other threads. I also put quite a lot of work into proposing
language that I believe you called "worse than saying nothing."
We've not made any formal statement. There are many, many, many things in
Debian about which the TC has not made any formal statement (deliberately,
and for the best).
