Not everyone has a good web connection. Do you prefer no bug report at all
because someone has not the money or time to dial in, start a browser and
check the web page before submitting a report?
I think bug reports should never be discouraged for any reason. It is so
trivial to merge or close superflouus reports that it simply doesn't make
sense.
(of course checking the BTS first should be encouraged, too).
