/proc and /dev are specified in the FHS and FSSTND and have a fair
amount of history behind them. Sysadmins and users have valid reasons to
go into both directories pretty frequently.

Shmfs is specified nowhere, and is specific to linux. It exposes some
internals in a way that a few programs may find useful, but that are no
more likely to need manual looking-at by an admin or a user than any
directory buried deep in /usr or /var.

I don't see the parallell.
