/dev has been there for ages and is well settled in the Unix world, more,
it's one of the centers of this world - the entire device access system 
relies upon this directory and its content - that's why /dev is fully
standarized (with exception of some OS/architecture specific entries, of
course). And /proc is a virtual FS with which the local admin interacts
practically every day and not only him, but also his users and several
dozens of daemons running. It has to be in an easily accessible place -
more, it's also a standard...
