I meant large majority of people using Debian... things like that should be
fairly obvious. We aren't talking about sheep here :>

As Ruud already pointed out, those aren't Severity: important. Anyway.
netbase has lower priority than whois. So do telnet, ftp, dnsutils,
nfs-server, which are related, and e.g. binutils, bison, gcc, make, m4, etc.
that aren't much related. I see little reason why whois would be more
important than any of those.

(Besides, Debian isn't made to be a near-perfect emulation of Unix(-like)
system. Most of our users won't need whois installed on every of their
machine, because simply not everyone in the world is a network
administrator, nor an administrator at all, or interested in knowing who
owns foo.com. If they suddenly need it, they'll get it, easily.)
