It isn't really an issue for Debian either... it's an issue for the
maintainer of the package in question.

Maintainers, that are going to upload packages, could be made aware of
this pitfall.  This could be done in a way, that when a person gets
developer status, that he receives a message where he is informed of this,
with the law clause enclosed.  The message can urge the maintainer to
ensure himself, before uploading any software with encryption or cryptic
hooks, to check if the software in question falls within the law clause,
by checking with upstream (or ask a lawyer).  And the maintainer can then
upload his softare to UsNet, and not InterNet, if she thinks that is an
appropriate action.

I suggest this issue be transfered to 'debian-therapy' :-)
