I guess, then, that the difference in locations is a result of the
libc in use.

Thus locales and wg15-locale probably shouldn't conflict, since they
install in different places, and need to coexist.

It might, however, be sensible to make some sort of connection
apparent between glibc and locales and libc5 and wg15-locale.
