How about a user mailing list for each release - eg debian-bo, debian-hamm,
(debian-rexx??)  with debian-user being a synonym for the current stable
release. People who are interested in using more than one release can
subscribe to more than one list. The welcome message for debian-user could
tell people which list they are actually being subscribed to, and if they
upgrade their system to a new release they can subscribe to the appropriate
list. People who are no longer running a bo system could unsubscribe from
debian-bo.

In a similar way debian-unstable could be a synonym for debian-hamm.
