It would indeed not be sufficient. Some mechanism allowing to specify
which addresses are in full-time connectivity (ie. full inet or only
local net), and which ones do need special dialout treatment.
Then dialout treatment would have to be chosen on a per-dialout-line
basis:
1) use the "expensive" feature to wait for a runq
2) not expensive, and assume something like diald will do.
Note that 1) causes a problem if we can't specify on "runq" which
dialout line should be used (eg. when a machine may be
dialout-connected both to the internet and to a friend machine)
