I also think the concept is a good one (I haven't examined it closely

My package isdnutils installs /etc/ppp/ip-{up,down}.d/isdnutils if they
don't exist yet and ipppd is configured.  This will have to change to
use the new concept, but I'm not confident that this can be done and
tested correctly in time for the freeze.

So, please don't implement this yet before the freeze! Save it for 2.1
(give the punters a reason to upgrade :-)
