Hamm frozen, Slink created



Hamm is frozen.  I fixed almost all the ftp.debian.org bugs older than
2 weeks.  I will fix the rest tomorrow and work on my packages this
week.

Since several dselect methods can deal with multiple ftp sites, I
decided that it wasn't necessary to make the symlink tree from
unstable to frozen.  Instead it'll populate it as uploads happen.
dinstall knows to try to look for orig.tar.gz in hamm if they're not
in slink.

Most packages should now specify "frozen unstable" in the
distribution.  Completely new packages can specify "unstable";
packages with bug fixes to hamm and not to slink can specify just
"frozen" (rare).

If you upload a package to just "unstable" instead of "frozen
unstable", the most expedient solution is to just upload it again,
this time just to frozen.  Don't file a bug against ftp.debian.org.

If there are packages in hamm which are still very buggy or undergoing
active upstream development, it would make sense to move them to slink
and leave them out of hamm.  Do file a bug against ftp.debian.org in
this case.
