Have you considered the toolkit being developped for Apt (formerly known
as Deity)? It works under both X11, and slang, and was developped for
this very reason. (i.e. to allow both Apt and config scripts to run
under multiple evironments.) Jason would be the person to talk to about
this.

The plans for this in Apt (Deity) are on hold. But these are precisely
the points and features that are necessary to implement our future
plans. I don't know where they went, but Peter Iannarelli had a web
page with a number of ideas for the design of the network version for
Apt (which would require the things you are talking about).
I, for one, would love to see a group (seperate from Apt/Deity)
implement this (hopefully with input from the Apt/Deity team).
