I don't think it matters to Debian how you got the stuff.  The only
exposure is for whoever transported it across the US border.  That wasn't
us and it wasn't you.  Now that it is out there, I see no reason why you
shouldn't package it.  You can go through the ritual of printing out and
mailing the source, but I don't see that it is necessary.
