I think the closest thing to the original intent is for him to send the
current maintainer something in writing saying he grants that person a
royalty-free license with no restrictions to distribute anything derived from
his ircii work. Then let the current maintainer clarify the situation adding a
comment that that has been done and licenses for current versions are
completely up to him.
Or if he wants to protect the credit in there then the X11 style license is in
order. That lets the current maintainer add any restrictions or not as he sees
fit, as long as he keeps the body of the copyright, including the author's
name. Ideally you should avoid the BSD style license that imposes requirements
on advertising.
