Look at the packages I'm developing. They cannot be developed without
immediate feedback from lots of users, the users are debian developers.

If I break debhelper, it affects over 40% of the packages in debian. I can't
wait months to find out about that.

If a develper wants to take a break and not upload to unstable during a
freeze, that's their perogative. But I don't see why their desires should
influence the rest of us wo want to continue to work on debian.

"Release early, release often" -- the Catherderal and the Bazaar. What
you're proposing breaks a central, key tenet of open source development, and
would, IMHO, kill debian.
