I know of at least one case where both lib and libexec are needed, and
they have to be different:

The package mig-i386-gnu installs a "cross-mig" to do GNU/Hurd
cross-compilation.

When you install this package you get a /usr/bin/i386-gnu-mig which is
a wrapper around /usr/i386-gnu/libexec/migcom (the real program).

In a typical cross-compiling environment, /usr/i386-gnu/lib is usually a
symlink to /gnu/lib, where the GNU/Hurd libraries live.

So in this case I do not think it would be a good idea to move migcom
to /usr/i386-gnu/lib.
