GNOME is in main.

As explained many times before, we cannot legally distribute KDE at all
until the licensing issues are fixed.

This has nothing to do with whether or not KDE attracts users. As long as
it's inconsistently licensed, it can have no place in Debian.

If KDE switches to a license that doesn't conflict with the Qt license, it
can go in Debian; in "contrib" if there's no free Qt yet, or, more likely,
in "main" (assuming we'll have a QPL-licensed Qt in the not too distant
future).
