I don't thnk that `Recommends' applies here. texi2dvi is not needed in any
way by any of the other tools, you are just rearranging them. If the sp
upstream author created a sgml2texi (?) that needed the sp package, it
wouldn't be apropiate to add a dependency/recommendation to that package
either.
