I think we need to come up with a upgrade path that allows for
incremental changes to the FHS. Also, I think we must not insist that
non-compliance with the FHS is a relese critical bug, in which case
we do not have to wait until the next relese cycle.

I beg to disagree. I think that the FHS move is likely to be a
long one -- possibly longer than our release intervals (we are trying
to release faster, are we not?)
