Do you think that when a Debian developer receives a bug report,
they always fix it themselves, rather than passing it upstream?
Believe me, we have enough work fixing packaging and system
integration bugs without fixing upstream bugs as well.
If we receive a bug report from a user through our bug tracking system,
and it is an upstream bug (not a packaging bug or integration bug
eg wrong libraries), then we just forward it. It's up to you to communicate
with the end user, if you want to -- you have their email address in
the bug report.
I only ever fix upstream bugs when the software is unmaintained upstream,
and only small or important things at that. If the upstream author reappears,
then I send them the patches.

It's not a Debian developer's fault if the upstream software author
will not integrate a patch that we need to make our systems run!
Can you see no value at all in distributions? Have you homebrewed
your entire installation?
