I still haven't uploaded my package yet, since I'm not sure if I can do so
without opening Debian to liability. I'm also not sure if I should upload
the package to non-us/non-free or just non-us, and why. 

For the time being, my patches are up for grabs to any non-us developer.
There seems to be a consensus, although without much justification, that
they can upload these files to a Debian server in the Netherlands with less
potential liability for Debian than I can. 

Unless someone with some authority gives me the go-ahead, I don't plan to
upload bladeenc myself.
