As in, a simple sword stroke would do?  ;)

To avoid people fretting too much about this issue, here's what
I think I'm going to propose:

  the policy group needs to get policy version approved by the tech
  committee before bumping the major version number.

That's imprecise, at the moment: I'm going to re-read the current
policy document and the constitution a time or two before I propose any
exact language.  [And if someone else is comfortable with the issues and
gets to it before me, that's fine -- I'm going to take at least two or
three days.]

Anyways, I think this strikes a nice balance between the responsibilities
of the technical committee and the responsibilities of the policy
group.  And it's fairly unambiguous.
